Working with @sorochak to get this first ohw26 commit out. Most event pages will be hidden, since there's still much uncertainty about ohw26. We'll keep the PR in draft mode until others can chime in on the text, esp. the text describing current status and prospects.
Copied ohw25 files, then edited just the ohw26 index and organizers pages, teams.yaml and the website front page admonition. Also shortened labels in the top menu links (OceanHackWeek > OHW).
Some notes:
teams.yamlonly to people who were already in the file (though I did add Dwight -- he should've been there from OHW25). So, it's missing several organizers
