I have noticed an uptick in failures on the coverage job for CI and fed some of the errors into claude and it came up with some relatively small fixes which appear valid, largely all race conditions around the tests executing with the runners. As such, this change should improve CI runs on IPA once merged. In general we should not upgrade the base image when building a container as the base image is already rebuilt regularly. Also setting the base image explicitely to one recommended by ART.
We need to pin libraries that are still compatible with python 3.9 as upstream has already dropped compatibility.
